However, even with this planning in place, many change programs take too much time, are too costly or fail altogether.

Why ? Frequently, because the right stakeholders have not been identified or managed appropriately. In any system profound and complex changes with deep and widespread impacts inevitably give rise to enthusiasm and concern, support or rejection, fruitful collaboration or its opposite, harmful struggle for power.

Change has to happen first in the mind of people. If you can not make happen the change in the mind of people, nothing will change, not, at least, for the better.

Therefore, stakeholder management belongs to the most critical success factors of every change program or complex undertaking. Indeed, one should not identify the stakeholders relevant to one's project after committing oneself to a change project. One should know them first. Only this renders it possible to assess what is its sustainability, best form and chance of success.

This, however, does neither mean that all stakes can be known in advance, nor that the interests of all the parties involved can be harmonized neatly.

So how can an improved mind set be implemented effectively and quickly in a complex environment ?
